Thomas Fox has practiced law in Houston for 25 years. He is now an Independent Consultant, assisting companies with FCPA and International Transaction issues.

He was most recently the General Counsel at Drilling Controls, Inc., a worldwide oilfield manufacturing and service company. In this role, he oversaw the delivery of legal services for Drilling Controls and its corporate parent, Aibel Group Ltd., on a worldwide basis, with current emphasis on FCPA compliance, export and commercial operations. He was involved with compliance investigations, audits, drafted policies and led training on all facets of compliance including FCPA, export, anti-boycott and commercial operations training.

Patrick Kelkar is a Partner in the Washington, D.C. office of The James Mintz Group. He specializes in investigating complex transnational fraud and corruption cases. Patrick has a wide range of experience in conducting financial investigations around the globe, as well as internal misconduct and corruption investigations. He manages a practice group that conducts numerous Foreign Corrupt Practices Act (FCPA) and other anti-corruption due diligence and investigation assignments. His team has recently conducted work in more than 90 countries. Patrick was previously a Senior Investigator with the Independent Inquiry Committee into the United Nations Oil-for-Food Programme in Iraq (the “Volcker Committee”). For the Volcker Committee, he played a key role in the high-profile investigation into allegations of corruption against the Executive Director of the U.N. Programme. Patrick also served for several years as an investigator for the World Bank’s fraud and corruption investigations unit and as an analyst with PricewaterhouseCoopers in their Dispute Analysis & Investigations practice.
